Dear MR. Obama, President of the USA.
The Congress of the USA, and fellow Presidential Candidates.

The colony of Puerto Rico is facing a financial crisis. The government of this island is screaming for salvation from America.

DON’T DO IT.

We, because I too am a 73-year-old US citizen of PR, have lied to you, stolen from you, cheated and have miss spent the good will and money of the Great Country of America. Our leaders are so ignorant about finances that they have borrow money to pay the interest on the interest of borrowed money. I guess they didn’t learn from Cash Flow 101.

From our local Radio Celebrities “a la” – Alex Jones type, to the newspapers and every other Puerto Rico investigative reporter, we the people, are fully aware of the thievery, manipulation, payback and corruption that has been going on since the early 50’s. Recently the FBI arrested and/or implicated 10 top government officials and their cronies of malversation of funds. What took you so long? Sixty years! What kind of responsibility have you exerted as owners of the colony? On July 4, 1950 the Congress granted PR autonomy through Public Act 600 to draft a constitution, but they never checked back to make sure it was executed as it should have been. We basically grew without direction. And a big mess we have made.

There is no such thing as fixing us with the current people and government structure currently existing. Even the president of the largest bank in Puerto Rico, Banco Popular, Richard Carrion, testified that we are Broke.

I am sure that if your young underage kids came home and asked you for a loan to buy AK-47 Assault Rifle, you would exercise good judgement and prudence and deny the loan. But the sharks that have lent money to PR, knew full well that we were headed for the abys and did not exercise the prudence to put a stop to our crazy acts. They didn’t care. It is called GREED. And our idiotic legislators spent money, that didn’t come from their pockets, but from our pockets.

Therefore; you need, on our behalf, to arrest and process ALL the legislator and loan sharks that took us to the abys, just like in Iceland.  There the crisis led to a severe economic depression in 2008–2010 and significant political unrest.

The selfish political leaders of Puerto Rico do not have the mind set nor the money to fix this mess.

THIS IS HOW IT SHOULD BE FIXED.
It is going to be embarrassing, humiliating, painful and difficult – but we need to do a New Zealand type remake. (sort of).
1.     The president and Congress need to immediately suspend the Constitution of Puerto Rico. (They will scream. Spanking always hurts.)
2.     Remove all political leaders.
3.     Install an administrator (as governor)– till such time as things are fixed.
4.     Assign qualified, educated and financially savvy people as temporary legislator and proceed to fix, and/or eliminate obsolete laws.
5.     Get a team to restructure ALL GOVERNMENT agencies. Including suspension of protective obstructive labor laws and actions which drain the country finances.
6.     Arrange with the different communications companies, AT&T etc., to provide phone and internet coverage to every corner of the Island.
7.     Mandate that every person (from a certain age up) have in their possession a smart phone. Because all future monetary transactions will be done via the phone. The banks can supply a simple type phone to the poorer class of people and charge whatever to recuperate the investment.
8.     Eliminate the underground economy the following way. The major problem of the Government is the inability to collect funds (tax). However; if everyone shared equally in the payment of taxes to the government, the individual burden on everyone would be reduced Therefore:
a.     STOP the use of all transactions with Cash. Instead, all payments made and received should be via electronic transactions or transfer. Google and others have made APPS that allow the individual citizens to buy directly from other persons via the Smart Phone. In that way everyone’s INCOME would be recorded in the BANK and an X% tax (say 15%) would be immediately charged. Thereinafter all income that is paid to the workers via electronic transaction, the income tax % can be immediately charged on the spot. At a certain time, every day, all the banks would add up all the collected funds and transfer it to the government entity that will be set up for that. Next day a summary of transections can be available to anyone who wants it. This method will eliminate the need for filing income tax returns at the end of the year. This will also give immediate working capital to the government.
b.     Except for numismatic and silver or gold coins, all persons will be given a window in which to deposit ALL the cash they have – with no questions asked.
c.      The tax code should be trashed. Reporting should be for income only. Eliminate all deductions with NO exception. The filing of current income tax requires an onus amount of effort and expense to figure out what you can and can not deduce. Get rid of all the cheating with one sweep.
d.     Anyone found to be making any transaction in cash – even 10 cents, will be subject to a strong fine, payable immediately or be subject to a confiscation of the fine due. (details to be worked out). Jail / house arrest – whatever, if unable to pay.
e.     Even the drug runners will have to make their transactions electronically. At this point we do not need to know who made what from where. Just pay. Fix this later.

9.     Big problems to economic growth is the bureaucracy that businesses must deal with. Therefore:
a.     All businesses will stop any and ALL collection of individual sales – no sales tax, but will submit the daily gross sales (not profit) and pay 5% tax.
b.     The government will remove all port collection of excise tax. This will allow for the quick and fast inbound movement of merchandise.
c.      A Task force will be set up to find all the impediments that are interfering with commerce such as licensing, inspections and use permits, with the goal of making business efficient and productive. Right now it can take a year from the time of application, to the time of commencing operations. It should be 5 days max.

10.  Except for an extreme requirement, all and every kind of tax will be removed. Only personal income and business gross income will pay tax.
11.  Money currently comes into different government agencies independently. There should be only one income (and expense) portal will exist for the payment to the government of everything. Example: All money due to the Remaining municipalities (they will be reduced to 5) will be paid to the portal. COFINA, AEE, AAA everybody. Hacienda must KNOW how much money is really coming in – and payments will be made from the portal, and a daily or weekly tracking should take place. In other words, an Income and expense and cash flow report must be generated. (how often we will see). And every transaction should be visible to everyone via computer. Transparency.
12.  The GDB will be reviewed.

As the problems are fix and systems are made functional and profitable, the administrator can begin to slowly give back control to the local people.

Political Status: PR should remain under colonial status with its appointed administrator, until such time as PR can accomplish a working system with ZERO debt. At that time the people can express one of two status actions. Vote for independence or Statehood. NO third option. Then you can decide what to do with us.

Political parties should be disbanded – terminated. A system for individual candidates should be installed – such as in Holland. All kinds of simple rules can be set up. But all candidates must pass a written exam on the history etc., of Puerto Rico, be able to demonstrate financial knowledge, and all must have graduated from a 4-year collage and have a degree.

Many other government agency problems should be fixed but are to extensive to go into in this initial suggestion for getting started.

BUT GETTING STARTED WE MUST.

Obviously many of the things I have suggested here could violate some constitutional rights. That is why you either suspend the constitution – which you gave - or legislate around it so that you have a legal basis for taking such DRASTIC action. The mind set must be changed, or you will end up with a Frankenstein.

Lastly: While flying Governor Romero Barceló in my airplane, I made a suggestion about fixing something in PR. He thought for a while and said to me, “Terry, that is a fantastic Idea, but it would be political suicide.”

When are we going to worry about the people and not the survival of politicians?

I hope that my grandchildren will have a safe future here. Although I am 73, I am in good health, I do rebounding and I will gladly assist any of you in whatever way I can so as to get this going. I am fully aware of the repercussions I might receive. I am ready.
